Why a waistcoat?

I can never understand it.
Some men go out half-dressed.
A suit and tie are needed
If you want to pass the test.
But ask anyone of discernment,
“Who stands out from the rest?”
They’ll be always sure to tell you,
A waistcoat man is best!!
